Arthur Waters, a mining engineer, played county cricket for Carmarthenshire, Radnorshire and Glamorganshire. His appearance for the latter came at Merthyr Mawr on 12 and 13 June 1866 in the game with Carmarthenshire. Arthur had been chosen in the Glamorganshire team but their opponents arrived at Merthyr Mawr House with only six players, so in addition to borrowing some players, Arthur was allowed to bat for both teams. He made 10 for Glamorganshire, and 1 and 0 for Carmarthenshire.

Having completed his mining studies in his native Cornwall, Arthur worked at various mines in Carmarthenshire, including the Vale of Towy Silver Lead Mining Company, based in Llangunnor. During July 1860 he made his debut for Carmarthenshire against Pembrokeshire in their match at Carmarthen, whilst in June 1863 he appeared against Glamorganshire in the match at Bryn-y-mor Field in Swansea.
Arthur also played for the Welsh Wanderers against the Cadoxton club at Neath in 1864 and 1866, in addition to being chosen in July 1866 for the Swansea and District XXII against the United England Eleven at the Brunswick Field ground. In 1867 he also travelled with a group of gentlemen from the South Wales Cricket Club to play against a North Wales team at The Racecourse ground in Wrexham, besides appearing in September for the Gentlemen of South Wales against the Players of South Wales at Neath.
Around 1868 Arthur moved to work in a mine in the Shropshire area, and in July 1869 he appeared for Radnorshire in their match against Glamorganshire at Neath. He subsequently lived at Radbrook Hall in Shrewsbury.
